The Prime Minister of Togo -- Gilbert Fossoun Houngbo -- and his cabinet resigned late Wednesday in what observers are calling a surprised move.  President Faure Gnassingbe has reportedly accepted the resignation. Freelance journalist Ebow Godwin said Prime Minister Houngbo's resignations could be related to the upcoming October municipal and legislative elections.
