U.S. President Barack Obama said Sunday he expects a "rigorous" investigation into allegations of Secret Service misconduct in Colombia, warning that he would be "angry" if they were true.

The scandal overshadowed Mr. Obama's diplomatic work at the Summit of the Americas in Cartagena this weekend.

U.S. officials said Saturday that 11 Secret Service personnel sent to Colombia ahead of President Obama's visit were sent home and placed on administrative leave pending an investigation of alleged misconduct that involved prostitution.  Five U.S. military staff assigned to support the Secret Service were confined to their barracks in Colombia.

The alleged misconduct is said to have taken place before Mr. Obama arrived in the resort city of Cartagena Friday for the Summit of the Americas.

Mr. Obama cast the incident as isolated and praised the Secret Service as a whole.

Earlier Sunday, a leading Republican in the House of Representatives said he believed the incident in Colombia was probably not an isolated incident.

California Representative Darrell Issa said, "Things like this don't happen once if they didn't happen before."  Issa, chairman of a House oversight committee, told CBS television's Face the Nation program he did not know if Congress would hold hearings on the incident.

Of primary concern, he said, is that agents who misbehave are vulnerable to blackmail and therefore could risk the security of the president and others under their protection.

The Secret Service has said none of the personnel involved were assigned to protect Mr. Obama.

Leaders of the Economic Community of West African States (ECOWAS) are scheduled to meet the Guinea Bissau military junta Monday.

ECOWAS external relations director Abdel-Fatau Musah said the sub-regional bloc will demand an immediate return to civilian rule following last week's coup d'état.

"[They will] assess the situation and then try to meet whoever is behind the disruption of the political process in Guinea Bissau," said Musah. "We need to look at the root causes of why that country is going through that cycle. We know it and the international community needs to work together to fix it once and for all."

ECOWAS Commission President Desire Kadre Ouedraogo will lead the team to Guinea Bissau, which also includes defense chiefs from throughout West Africa.

The coup effectively ended Guinea Bissau's the campaigning for the run-off between contenders for the presidency. The winner would replace late president Malam Bacai Sanha, who died in January.  According to the French Press Agency, coup leaders say they intervened after discovering what they called a "secret deal" with Angola to undermine the army.

The international community including ECOWAS has strongly condemned the military take-over and demanded the junta step down and hand over power to a transitional government.

"Not ECOWAS, not the African Union, not the United Nations is going to allow any military to take over power in any part of this region," said Musah.

In a press statement, ECOWAS accused Guinea Bissau's military of often conspiring to destabilize the country. It demanded the release of presidential frontrunner and former Prime Minister Carlos Gomes Jr. and interim president Raimundo Pereira.  The military raided their homes and took both men into custody shortly after the coup.

"The military there are bent on keeping that country as a failed state for their interest, and as long as that situation continues in Guinea Bissau, the peace and security environment in the region and indeed, international security is also endangered," said Musah.

The sub-regional bloc has voted $ 63 million to help implement the country's road map for defense and security sector reform.  Musah said the reforms were planned to begin once Guinea Bissau had newly elected leadership.

He said ECOWAS will need to deal with both the military and the political situation in order to resolve Guinea Bissau's challenges.

"The military is one side of the jigsaw. We have the military that for years has been led by generals who can neither read nor write. So, any idea of security sector reform sends shivers down their spine," said Musah.

"The issue is also [involves] the political class that always gives the opening for the military to intervene because they themselves have not shown a very serious ability to govern that country."

The West African nation is also known as a conduit for traffickers shipping drugs to Europe.

"We need to deal with the issue that fuels all these issues, and that is drug trafficking, because Guinea Bissau is the gateway for drugs into the region."

US Tornadoes Kill Five People

Dozens of tornadoes ripped across the central United States early Sunday, killing at least five people in Oklahoma.

Officials in Oklahoma say the deadly tornado hit the state's northwestern town of Woodward.  As many as 60 tornadoes were reported late Saturday into early Sunday in Kansas, Iowa, Nebraska and Oklahoma.

The tornadoes brought down power lines and damaged homes and public buildings.

The National Weather Service issued an advance warning for a high risk of severe weather Saturday, but the tornadoes still caught some communities by surprise.

Weather officials say severe weather is possible Sunday from the southern state of Texas into Arkansas and north towards the Great Lakes, approaching the Canadian border.

A high-ranking U.S. senator is again calling for arming Syrian rebels as part of a more robust effort to oust President Bashar al-Assad. Republican Senator John McCain spoke on U.S. television as an advance team of unarmed U.N. observers was due to arrive in Syria.

Senator McCain says America's response to continued bloodletting in Syria is inadequate and shameful.

"For the United States to sit by and watch this wanton massacre is a betrayal of everything we stand for and believe in," he said.

The Arizona lawmaker recently met in Turkey with senior officers of the opposition Free Syrian Army, which has been pleading for foreign military assistance. Appearing on CBS' Face the Nation program, McCain said the United States should answer the call.

"Over there, they [Syrian rebels] are waiting for American leadership," said McCain. "We have announced that we are now providing them with non-lethal equipment. That does not do very well against tanks and artillery. We need to get a sanctuary for the Free Syrian Army; we need to get them supplies; we need to get them weapons. And there are many ways to get weapons to them. We showed that in Libya, we showed that in Afghanistan [in the 1980s]."

The Obama administration says it supports providing humanitarian relief to the Syrian people, and has backed U.N.-led efforts to halt fighting and begin negotiations between the Syrian government and its opponents. But McCain, the top Republican on the Senate Armed Services Committee, notes that Syrian rebels are outgunned and that, as he put it, "It is not a fair fight."

McCain also blasted Russia and China for blocking stronger U.N. Security Council measures to quell bloodshed and speed a transition in Syria, and said a U.N.-Arab League peace plan is inadequate because it does not specify Bashar al-Assad's removal from power.

Russia and China on Saturday joined the rest of the council members in voting to send an advance team of unarmed observers to Syria to monitor a fragile cease-fire between the government and armed opposition forces.

Belarus has released a former presidential candidate and his campaign manager from prison, following crippling economic sanctions Western nations slapped on the Minsk government for widespread human rights abuses.

Andrei Sannikov, who challenged authoritarian incumbent President Alexander Lukashenko in 2010 elections, was released late Saturday. His campaign manager Dmitry Bondarenko was freed Sunday. Sannikov was serving a five-year prison term for organizing protests in 2010 against widely-perceived election fraud. Bondarenko was serving a two-year term.

Hours after gaining his freedom, Sannikov arrived Sunday at a Minsk railway station and thanked his supporters.
"I still don't know yet which world I'm in. I thank you all. I think that all your solidarity, all your support -- it has all indeed saved me," said Sannikov upon arriving in the Belarusian capital.

Both Sannikov and Bondarenko were arrested, along with hundreds of others, after police broke up protest rallies that erupted in Minsk after voting ended in December 2010 and Lukashenko claimed victory. Western observers called the election deeply flawed.

President Lukashenko, who has ruled the former Soviet republic since 1994, claimed to have won 80 percent of the 2010 vote.

Four other presidential candidates were also prosecuted and handed prison terms for their roles in the 2010 protests.

The releases of Sannikov and Bondarenko follow new sanctions imposed by the European Union on the Lukashenko government, which has long been the target of Western ire for its widespread and documented rights abuses. Late last month, EU foreign ministers agreed to freeze the assets and block bank accounts of nearly 30 Belarusian companies. Twelve Belarusian officials were also hit with travel sanctions.

Some analysts say the Lukashenko government is using the releases to curry favor with the West, as a counterbalance to neighboring Russia's enormous economic influence on the impoverished country of 10 million residents.

A 14-minute YouTube video is heightening tensions between Nigeria's government and a violent Islamist sect President Goodluck Jonathan has promised to destroy. Analysts say the video has revealed the president's miscalculation of the extremist threat.

The YouTube video opens with graphics of spinning flowers and crossed AK-47s.  Bubble letters identify it as a message to Nigerian President Goodluck Jonathan made by the group that calls itself People Committed to the Propagation of the Prophet's Teachings and Jihad, more commonly known as Boko Haram.

The group's suspected leader, Abubakar Shekau, is seated with four armed and masked men. He tells viewers the Nigerian president was boasting two weeks ago when he said the government would destroy the group within three months.  

"We have sworn and we are telling you, Jonathan, that there is nothing that you can do to stop us," Shekau says.

Taking war to the 'doorstep'

University of Abuja senior lecturer Abubakar Umar Kari says the president's statement and Boko Haram's video have succeeded in heightening tensions in Africa's most populous country and biggest oil exporter.

Kari says the group should be identified as an international terrorist organization and Nigerian security forces should get assistance, like specialized training, from other countries.

"Now decidedly a line has been drawn. They are ready to take the war to the doorstep of the government, because now they have made a direct frontal attack - frontal verbal attack at the government."

Boko Haram has been blamed for the Easter Sunday bombing that claimed dozens of lives, but it has not taken responsibility. The Taliban-like group is believed to have killed about 1,000 people since it began violent operations in 2009, including attacks on churches, the U.N. headquarters, police stations and other government buildings.

Kari says the video will succeed in scaring the people, because they are more likely to believe Boko Haram threats than government assurances. On Easter Sunday, a Nigerian newspaper quoted the defense minister as saying more than 95 percent of local governments had been secured against the threat of Boko Haram.

"In the past, the government has made similar statements.  Like, within so-and-so days the Boko Haram menace was going to be the order of the day. But in contrast these people have only stepped up their attacks. The Boko Haram people have demonstrated a better capacity to act than the government."

Response to 'naive' statement

International Crisis Group senior analyst Kunle Amuwo says it is impossible to be 100 percent sure the video represents Boko Haram, a fractured sect with no clear structure.  He says the video is a response to what he calls the "naive" statement by Nigeria's president. Amuwo says that even if the president had the capacity to crush the group, he never should have said so publicly.

"I think that it is a mind game going on, a very disastrous one, it is the kind of mind game you find in big-time soccer."

Amuwo also says Boko Haram's presence in Nigeria is misunderstood by foreign critics who say Nigeria needs to develop the impoverished, mostly-Muslim north to lessen the threat. Amuwo says if violence was simply a product of poverty, terrorist attacks would be nation-wide.

"You do not expect the Nigerian government to eradicate a terrorist group within a few months. And they can not do it alone. The United States and the European Union have not been able to deal with al-Qaida."

Besides costing lives, Boko Haram attacks have also stagnated many local economies and made travel more dangerous and time consuming. Kari says military checkpoints can double time on the road, and innocent people have been shot by nervous security officers under the constant threat of attack.

International activists launching a "Welcome to Palestine" campaign have gotten an unfriendly welcome from Israel. 

Israel has blocked a "fly-in" by hundreds of pro-Palestinian activists who planned to arrive at the airport near Tel Aviv, on their way to a solidarity visit in the West Bank.  

Airlines in Europe canceled the tickets of more than 100 campaigners after Israel issued a blacklist. Dozens of activists who managed to arrive at the airport were detained by Israeli authorities and will be deported.

Israel, which followed the "Welcome to Palestine" campaign on Facebook, charges that participants were planning disruptions at the airport and protests in the West Bank. 

"It is very unfortunate that we are once again facing the kind of provocation coming from extremists from different countries," said Yuli Edelstein, Israeli Cabinet Minister. "Those who will make it to Israel will not be allowed to create any disorder."

Palestinian organizer Abdul Fatah abu Suroor says Israel is blocking a peace mission.

"They are coming to Palestine," said Fatah. "They are not coming to make destruction, or explode airports, or attacking Israelis. They are coming to share a bit of humanity and support the Palestinian people despite being under occupation."

Israel has been wary of international activists since a Gaza-aid flotilla two years ago turned violent, and nine people on board were killed by Israeli commandos. Activists say the fly-in further exposes Israel's repressive policies toward the Palestinians.

Sunday marks the 100th anniversary of the sinking of the Titanic.

The world's largest, most luxurious, and supposedly unsinkable ocean liner was traveling from the British city of Southampton to New York on its maiden voyage a century ago when it hit an iceberg in the North Atlantic. The ship sank in less than three hours. More than 1,500 people died.

Fascination with the ill-fated ship seems endless. There are exhibits, talks, plays, documentaries, and new books coinciding with the anniversary, as well as a 3-D release of the Academy Award-winning film Titanic, starring Leonardo di Caprio and Kate Winslet.

A  memorial cruise left England a week ago to retrace the Titanic's route. Many of the passengers aboard the Balmoral are relatives of those who lost their lives in the disaster. A memorial service was held Sunday aboard the Balmoral at the spot where the Titanic went down.

Richard Davenport-Hines - author of a book titled Voyagers of the Titanic about the people aboard the ill-fated ship - says the disaster still fascinates people because it evokes contemporary concerns about the dangers of seemingly failure-proof technology. Scientists say the rivets that held together the grandest ship of its time were too weak to withstand the iceberg's impact, so the Titanic's hull ripped apart like a seam along a tin can.

Officials in northwestern Pakistan say about 150 insurgents, armed with guns and rocket-propelled grenades, have stormed a prison, freeing more than 380 prisoners.

Authorities say many of those who escaped during the attack early Sunday were militants.

Prison officials describe 20 of the freed inmates as "dangerous."

One of the men was on death row for his involvement in an assassination attempt on former President Pervez Musharraf.

The Taliban has claimed responsibility for the assault.

The prison in the town of Bannu houses nearly 1,000 inmates.  

Bannu is located at the entrance of North Waziristan, a known hub of Taliban and al-Qaida extremists.

U.S. President Barack Obama is facing sustained pressure from his counterparts at the Summit of the Americas in Colombia to include Cuba in future meetings.  

Both leftist and conservative-run nations are pushing for communist-run Cuba to be included in the next summit. The summit's host, Colombian President Juan Manuel Santos, told the gathering that there is no reason in the current climate to exclude the island nation.  

"Isolation, the embargo, indifference, turning away, have all already shown their ineffectiveness," he said. "In today's world, that's not a justifiable path. It's an anachronism that ties us to the era of the Cold War that was overcome decades ago."  

Ecuador's President Rafael Correa is boycotting the gathering in Cartagena to protest Cuba's absence.  

The United States has argued that Cuba is ineligible to attend because it lacks democratic credentials and does not respect the human rights of the Cuban people.

More than 30 heads of state and government are taking part in the sixth Summit of the Americas. The two-day regional meeting ends Sunday.

Drug legalization is another divisive issue that has emerged at the summit. President Santos and other leaders say it should be considered as a more effective and less expensive alternative to the U.S.-led war on drugs. President Obama reiterated his opposition to the move, though he recognized the "brutal" toll of drug violence and said he is open to "legitimate discussions."

On Saturday, Obama said Washington wants deeper economic relations in the Western Hemisphere, but that existing barriers hamper greater integration.

Obama spoke of impressive economic growth in Latin America and highlighted two U.S. free trade agreements - one with the host country, Colombia, and the other with Panama. But he also said "stark inequalities" endure in the region, with "far too many" people still living in poverty.

Santos has urged his fellow leaders to be "partners for prosperity," which is part of the official theme of the gathering. 

Washington's influence in Latin America has waned since the last summit in 2009, as the region increases its economic and diplomatic ties with emerging economies such as China and India.

Haitian President Michel Joseph Martelly and his Venezuelan counterpart, Hugo Chavez, are not attending the summit for medical reasons.

Parties in Guinea-Bissau Reject Military's Plan for Interim Gov't

A group of political parties in Guinea-Bissau have rejected a proposal by the military responsible for this week's coup to form a transitional government until presidential elections later this month.

The parties met with the military Saturday and more talks are expected Sunday.  The political parties favor a solution to Guinea Bissau's political upheaval based on its constitution.

The military takeover Thursday disrupted a presidential campaign and threw the west African nation into renewed turmoil.

The military command took presidential frontrunner and former prime minister Carlos Gomes Jr. and interim president Raimundo Pereira into custody after raiding their homes.

Gomes's party, the ruling African Party for Independence of Guinea-Bissau and Cape Verde (PAIGC), did not attend Saturday's meeting, but issued a statement demanding Gomes be released and condemning the military coup.

The international community has also strongly condemned the military takeover of power in the west African nation of Guinea-Bissau two weeks before a presidential runoff election which was scheduled for April 29.

In Washington Saturday, State Department spokesman Mark Toner issued a statement denouncing "the attempt by certain elements of the military to forcibly seize power and undermine the legitimate civilian leadership of Guinea-Bissau."  The statement urges all parties to put down their weapons and restore the legitimate government.

United Nations Secretary-General Ban Ki-moon and the U.N. Security Council issued a similar statement Friday.

The coup leaders said they overthrew the civilian government because of an alleged secret agreement between Guinea-Bissau and Angola, authorizing authorities in Luanda to take action against Guinea-Bissau's military forces.  There was no explanation or confirmation of the supposed agreement with Angola.

The streets of the capital, Bissau, were quiet and soldiers guarded public buildings on Saturday.

Delegates from Portuguese-speaking countries have been gathering in Lisbon to discuss what to do about the upheaval in Guinea-Bissau. 

Since winning independence from Portugal in 1974, Guinea-Bissau has struggled through a dictatorship, three coups and the assassination of President Joao Bernardo Vieira by renegade soldiers in 2009.  The country also is known as a conduit for traffickers shipping drugs to Europe.

Guinea-Bissau's opposition, led by unsuccessful presidential challenger Kumba Yala, had called for a boycott of the April 29 presidential runoff and all campaigning.  Yala was one of five candidates who claimed the first-round vote was rigged.  All were vying to replace the late president Malam Bacai Sanha, who died in January.

U.S. President Barack Obama is facing sustained pressure from his counterparts at the Summit of the Americas in Colombia to include Cuba in future meetings.  

Both leftist and conservative-run nations are pushing for communist-run Cuba to be included in the next summit. The summit's host, Colombian President Juan Manuel Santos, told the gathering that there is no reason in the current climate to exclude the island nation.  

"Isolation, the embargo, indifference, turning away, have all already shown their ineffectiveness," he said. "In today's world, that's not a justifiable path. It's an anachronism that ties us to the era of the Cold War that was overcome decades ago."  

Ecuador's President Rafael Correa is boycotting the gathering in Cartagena to protest Cuba's absence.  

The United States has argued that Cuba is ineligible to attend because it lacks democratic credentials and does not respect the human rights of the Cuban people.

More than 30 heads of state and government are taking part in the sixth Summit of the Americas. The two-day regional meeting ends Sunday.

Drug legalization is another divisive issue that has emerged at the summit. President Santos and other leaders say it should be considered as a more effective and less expensive alternative to the U.S.-led war on drugs. President Obama reiterated his opposition to the move, though he recognized the "brutal" toll of drug violence and said he is open to "legitimate discussions."

On Saturday, Obama said Washington wants deeper economic relations in the Western Hemisphere, but that existing barriers hamper greater integration.

Obama spoke of impressive economic growth in Latin America and highlighted two U.S. free trade agreements - one with the host country, Colombia, and the other with Panama. But he also said "stark inequalities" endure in the region, with "far too many" people still living in poverty.

Santos has urged his fellow leaders to be "partners for prosperity," which is part of the official theme of the gathering. 

Washington's influence in Latin America has waned since the last summit in 2009, as the region increases its economic and diplomatic ties with emerging economies such as China and India.

Haitian President Michel Joseph Martelly and his Venezuelan counterpart, Hugo Chavez, are not attending the summit for medical reasons.

Syrian forces heavily shelled rebel-held areas in the flashpoint city of Homs Sunday, hours before a small advance team of unarmed U.N. observers is set to arrive in the war-torn country.

Activists in the Khalidiya neighborhood of Homs, one of several districts attacked by government troops, reported widespread mortar and heavy machine gun fire.

Rami Abdelrahman, head of the British-based Syrian Observatory for Human Rights, said shells were being fired at a rate of three a minute. Homs-based activists said the Bayada, Jouret el-Shayah, Qarabees and Qusour districts were also being shelled.

Elsewhere, rebels fighting to oust Syrian President Bashar al-Assad attacked a police station in northern Aleppo province.

In a unanimous vote Saturday, the U.N. Security Council authorized an advance team of up to 30 unarmed military monitors to deploy to Syria in the coming days.

A spokesman for U.N.-Arab League envoy Kofi Annan said six members of the team would arrive Sunday. The group is to report on whether pro-Assad forces and armed opposition fighters are abiding by the terms of Mr. Annan's six-point peace plan.

Saturday's resolution authorizes a larger contingent of up to 250 monitors once the situation has stabilized.

Syrian Ambassador Bashar Ja'afari reiterated his commitment to the U.N. plan, which calls for a cease-fire, withdrawal of troops, dialogue between the government and opposition and a "political transition" for the country.

U.N. Secretary-General Ban Ki-moon reiterated in a statement Saturday that "it is the government of Syria which has the primary responsibility to stop the violence and withdraw its forces."  

He also announced that the U.N. will host a meeting in Geneva on April 20 to discuss dealing with at least 1 million people displaced inside Syria and in neighboring countries.

U.S. Ambassador Susan Rice cautioned that the advance team's deployment would be a test to see if it is possible to send a larger observer mission to Syria, once the secretary-general presents a blueprint, and if it is clear the truce is holding and Damascus is cooperating.

Russia, a strong supporter of Syria, said the peace plan was at a "critical juncture." Ambassador Vitaly Churkin urged both sides to refrain from violence.

Rights groups and activists said at least 11 people were killed by government troops across Syria Saturday. They said rebel fighters also appeared to be ignoring the truce in some areas.  

The U.N. says more than 9,000 people have been killed in Syria's unrest over the past year.
