Libya's parliament has passed a series of laws formally outlawing kidnapping and torture. The measures are aimed at reining in armed militias that frequently arrest and sometimes torture citizens. The laws say anyone complicit in such crimes also will be punished. They specifically mention politicians, bureaucrats, police and the military.
