The United Nations refugee agency is calling attention to what it calls a "tragic outflow" of people from Syria, where civil war has now forced more than 2 million people to flee the country. A year ago, the number of refugees was about 231,000. In a statement Tuesday, UNHCR chief Antonio Guterres called the situation "a disgraceful humanitarian calamity" not seen in recent history. Most of the refugees have gone to neighboring countries, including Jordan, Lebanon, Turkey ...
