Mali presidential candidate Soumaila Cisse has conceded defeat and congratulated his rival Ibrahim Boubacar Keita on his election. A party spokesman told VOA late Monday that Cisse went to Keita's house in Bamako to congratulate him. Election officials have not released the results from Sunday's runoff vote.
