The United Nations refugee agency is calling attention to what it calls a "tragic outflow" of people from Syria, where civil war has now forced more than 2 million people to flee the country. A year ago, the number of refugees was about 231,000. In a statement Tuesday, UNHCR chief Antonio Guterres called the situation "a disgraceful humanitarian calamity" not seen in recent history.
