Cisse Concedes Defeat in Mali Election Aug 12th 2013, 22:44, by webdesk@voanews.com (VOA News) Mali presidential candidate Soumaila Cisse has conceded defeat and congratulated his rival Ibrahim Boubacar Keita on his election. A party spokesman told VOA late Monday that Cisse went to Keita's house in Bamako to congratulate him. Election officials have not released the results from Sunday's runoff vote.
