Obama Says He Has Kept Promise to US Jan 5th 2013, 13:09 U.S. President Barack Obama says he has kept his promise to America by working with Congress to change a tax code that too often has benefited the wealthy at the expense of the middle class.   He said Saturday in his weekly address that for the first time in two decades, the taxes on the wealthiest two percent of Americans have been raised in a bipartisan agreement that Congress reached this week.
